
REGIONAL: The Office of the Deputy Commissioner in Kohima conducted a routine verification and awareness drive related to the Inner Line Permit (ILP) on April 17 that led to the identification and fining of several defaulters under the Bengal Eastern Frontier Regulation, 1873 (BEFR 1873). This action followed a wave of confusion stemming from viral social media posts that circulated receipts with details about the defaulters and their fines.
ADC Kohima, Ruopfükuotuo Noudi, provided official clarification, noting that Receipt No 1010 was issued to three entrants who incurred a combined fine of ₹1,500, while Receipt No 1011 pertained to two others fined ₹1,000. The persons named on these receipts were apprehended at a construction site near Classic Island in Kohima and included Joy Singh (35), Arson Enghi (18) and Welson Teron (26) listed under Receipt No 1010 and Binush Chingthong (19) and Dilip Phangcho (20) under Receipt No 1011.
All reside in Karbi Anglong, Assam and were employed as labourers.
The office has requested that these defaulters undergo further verification. Notably, Welson Teron has come forward, acknowledging that he shared the receipts on Facebook, which exacerbated the misunderstanding.
The authorities have also mentioned that a printing error on the receipt coupons has been rectified ensuring there is no further confusion regarding the matter.
