Government put on hold recruitment of non-Nagas in police force

REGIONAL, October 10, 2025: Nagaland government has suspended the recruitment of police constables for four non-Naga Tribes - Garos, Kacharis, Mikirs (Karbis) and Kukis pending the completion of an Enumeration Exercise to assess the eligibility of these tribes as indigenous inhabitants of the state. Recognized as Scheduled Tribes under the Constitution (Nagaland) Scheduled Tribes Order, 1970, these communities can obtain Scheduled Tribe (ST) and Indigenous Inhabitant Certificates (IIC) for accessing employment and privileges provided they settled in Nagaland before its formation on December 1, 1963.
The Home Department raised concerns over potential migrations into Nagaland from neighbouring states, which may result in unjustly issued ST and IIC certificates. Consequently, an Enumeration Exercise was mandated to identify authentic Indigenous Inhabitants within these tribes who truly settled in Nagaland before the stated date following recommendations from the RIIN Commission, officials said.
However, a writ petition by tribal organisations led to a stay order by the Gauhati High Court, putting the Enumeration Exercise on hold.
Given the ongoing legal proceedings, the Government said that the recruitment will proceed only for the 1,176 posts allocated to indigenous Naga tribes with the 24 posts intended for Non-Naga tribes to be addressed later only after the enumeration related issues are resolved.
