PM opens Emerging Science and Technology Innovation Conclave
 Said India is now a leader in technological innovation, lauded policies

NATIONAL, November 03, 2025: Prime Minister Narendra Modi declared that India has transitioned from being merely a consumer of technology to a leader in technological innovation during the inauguration of the Emerging Science and Technology Innovation Conclave 2025 at Bharat Mandapam in New Delhi Monday. He highlighted the government's commitment to nurturing a beneficial environment for research, which has led to the creation of the world's most effective digital public infrastructure within the country.
Highlighting recent policies aimed at establishing India as an innovation hub, Modi noted significant achievements in research and development: expenditure has doubled over the past decade and patent registrations have surged 17-fold. Moreover, India has emerged as the third-largest Startup ecosystem globally boasting over 6,000 deep-tech start-ups focused on sectors such as clean energy and advanced materials.
The Prime Minister also pointed out the remarkable progress in India's semiconductor sector and the bio-economy, which has expanded from $10 billion in 2014 to nearly $140 billion today. He underscored advancements in emerging fields like green hydrogen, quantum computing, deep sea research and critical minerals, asserting that India has carved a significant niche in these 'sunrise domains.'
To further enhance the innovation landscape, Modi announced reforms aimed at facilitating the transition of prototypes from laboratories to markets. He introduced the Anusandhan National Research Foundation to elevate research and innovation in Indian universities and emphasized the importance of fostering research and development in the private sector as well.
In a major initiative to support this ecosystem, the Prime Minister launched a ₹1 lakh crore Research Development and Innovation Scheme Fund designed to incentivize private-sector-led research and development.
The event was attended by key figures including Union Minister for Science and Technology Dr Jitendra Singh, Principal Scientific Adviser Prof Ajay Kumar Sood and Nobel Laureate Sir Andre Geim.
