Bihar elections: Briefing for central observers held
425 including 287 IAS, 58 IPS, 80 IRS officers attended the session

NATIONAL, October 04, 2025: The Election Commission of India conducted a briefing for Central Observers for the upcoming General Election for the Legislative Assembly of Bihar and bye-elections in select states. A total of 425 officers including 287 IAS, 58 IPS, 80 IRS - IRAS and ICAS officers attended at the IIIDEM in New Delhi.
Appointed under Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951, the Central Observers play a crucial role in maintaining free and fair elections while overseeing electoral management at the court level.
Chief Election Commissioner Gyanesh Kumar alongside Election Commissioners Dr Sukhbir Singh Sandhu and Dr Vivek Joshi highlighted the important role of observers as "beacons of democracy." The Central Observers are tasked with understanding all election laws and guidelines, providing field inputs, and ensuring impartial compliance.
They are also required to be accessible to political parties, candidates, and voters to address grievances. ECI has made it mandatory for the observers that they must visit polling stations to ensure the implementation of new voter convenience initiatives.
