Home department notifies on online inner line permit

KOHIMA, December 16 2021: Chief Minister, Neiphiu Rio launched the online ILP module portal Thursday at the Chief Minister’s Residential Complex, Kohima.
Giving his remark, Rio stated that the module for online issue of ILPs for tourists was made operational in November 2019. He said the new module will cover other categories such as businessmen, traders, labourers, priests, students and expand online services.
He added that it is part of the Government’s effort for making public services available in a more efficient and user-friendly manner.
The Chief Minister said that ILP is a tool to protect the indigenous people of Nagaland and is enforced under the Bengal Eastern Frontier Regulation, 1873 and was also agreed as part of the 16-point agreement that led to the formation of the State. Similar provisions are also available in Arunachal Pradesh, Mizoram and Manipur. He added that with strict timelines and monitoring, it should be possible to see that the approval process is not abused and the ILP applicants are also happy.
Briefing on the online ILP module, Principal Secretary, Abhijit Sinha IAS said that with the new module, all categories of visitors can now apply online for permits at the comfort of their homes and added that payment for applications can be made online for all categories. Sinha informed that offline mode will continue for some time and the Government will take a final call on it later.
Advisor, IT&C, S&T, N&RE, Mmhonlumo Kikon informed that till date, a total of 17,786 online ILP applications have been received. He said that the new module is easy to use and it can be accessed by everyone. Kikon stated that with new module in place, the State will be able to check the outflow and inflow of visitors to the State.

The State Home Department stated that in exercise of the powers conferred by Section 4 of the Bengal Eastern Frontier Regulation, 1873, and in continuation of its office notification of even number dated November 8 2019, the provision for online application and issue of Inner Line Permit (ILP) has been extended with immediate effect to the non-indigenous persons belonging to the categories of Trader/ Businessman/ Labourer/ Student/ Priest for the entry and temporary stay in Nagaland as per the provisions of Inner Line Permit regime laid down in the Home Department office notifications of even number dated May 3 2018 and December 9 2019. It stated that the application for issue of online ILP by the person concerned may be made by registering on the site www.ilp.nagaland.gov.in, providing all the requisite details, uploading photograph, valid Government recognized photo IDs, address proof; and paying the prescribed fees; as per the laid down instructions/guidelines on the website.
The Guarantor for the persons seeking ILP online will also be required to register on the site www.ilp.nagaland.gov.in by providing the required details; uploading the valid Govt. recognized Photo IDs, address proof, and other necessary documents as per the instructions/guidelines on the website. The digital copy of the ILP card generated or its hard copy shall be considered as valid ILP document when carried along with a Government recognized photo ID by the person concerned. The facility of online ILP will be in addition to the existing manual/offline mode of obtaining ILPs.
In a press release, the Home Department stated that the online ILP module for all the categories, i.e., for businessman/ trader/ labourer/ student, in addition for tourists, for whom the online facility has been operational since November 8 2021; was launched on December 16 2021 by Chief Minister, Neiphiu Rio in his office at the Chief Minister’s Residential Complex, Kohima in the presence of Advisor, Information Technology & Communication, Science & Technology, New & Renewable Energy, Mmhonlumo Kikon, The Online ILP module functions in line with the existing provisions of ILP and has been developed and made operational by the Department of Information Technology and Communication, Government of Nagaland in consultation and guidance of the Home Department, Government of Nagaland.
Anyone who wants to get an online ILP, may visit the online site www.ilp.nagaland.gov.in, get registered using his/her phone number provide all the necessary details, upload the proof of identity and address, and the filled up application will be thereafter electronically transmitted to the Deputy Commissioner concerned who after carrying out the necessary checks, and on being satisfied of the eligibility of the person concerned may approve for issue of ILP. On approval by the Deputy Commissioner, the applicant will proceed for payment of the requisite ILP fee in the portal, and on successful payment, the person concerned can download or print the ILP card.
A soft copy of ILP card will also be sent to the email of the person concerned along with an SMS to registered mobile number with ILP number and validity. The digital copy of the ILP generated, or its hard copy, will be considered as valid ILP document when carried along with a Government recognized photo ID by the person concerned. The Guarantor for the persons seeking ILP online will also be required to be registered online on the site www.ilp.nagaland.gov.in, by providing his/her phone number, the required details, his/her Govt. recognized Photo IDs and address proofs.
Each Guarantor will be given a unique number which the ILP applicant will be required to fill up, and on doing so the Guarantor will get an OTP on his/her phone which will have to be provided to the applicant for filling up for proceeding further with his/her application. This way the Guarantor can keep a check whenever anyone is making an application using his/her name as Guarantor, and his/her unique number, for getting an ILP.
As provided in the present guidelines, the online system doesn't allow anyone to become a Guarantor for more than 10 persons. Further, one can remain and function as a Guarantor for a maximum of one year at a time. If one wants to function as a Guarantor beyond one year, one needs to renew on the online system.
The Online ILP module is another significant step towards the commitment for making public services available in a more efficient and user-friendly manner. It besides making the entire process of obtaining an ILP convenient, and transparent, will further improve monitoring, generation of accurate and up-to-date data, and the overall quality of implementation of the ILP regime in the State.
