Amendments to policy guidelines for television rating agencies
Intended to modernise the television audience measurement ecosystem

NATIONAL, July 03, 2025: The Ministry of Information and Broadcasting has proposed amendments to the policy guidelines for Television Rating Agencies, which were originally issued in 2014. These changes are intended to modernise the television audience measurement ecosystem in India by allowing more players to participate and adopt new technologies.
At present the Broadcast Audience Research Council (BARC) is the sole agency responsible for providing TV ratings. However, the proposed amendments aim to raise competition, introduce new technologies and provide more reliable data for connected TV platforms.
These reforms also seek to ensure that the Television Rating System (TRP) accurately reflects the diverse media consumption habits of viewers across the country. To gather feedback on the draft, the Ministry has invited input from stakeholders and the general public within a 30-day period.
It has become increasingly clear that the current audience measurement technology is insufficient for emerging platforms such as smart TVs, streaming devices and mobile applications, which are rapidly gaining popularity.
