SHILLONG: The Department of Labour, Employment and Skill Development in Meghalaya held a launch-cum-orientation programme for the amended Meghalaya Identification, Registration, Safety and Security of Migrant Workers (MIRSS) Rules, 2020 at Shillong Wednesday. The event, presided over by Labour Minister Methodius Dkhar, aimed to disseminate information regarding the new framework designed to enhance the safety and security of migrant workers within the state.
Dkhar underscored the importance of collaborative efforts among various stakeholders including police, district administration, employers, contractors, trade unions, civil society organisations and migrant workers to ensure effective enforcement of the new rules. He highlighted that the Labour Department would play a pivotal role in facilitating communication and implementation of the provisions of the Act, focusing on awareness, facilitation, inspection and enforcement as key areas.
The Minister called upon Deputy Commissioners and district officials to collaborate closely with Labour Department personnel for the effective application of the amended rules. Addressing the role of police, Dkhar stated that the enhanced framework requires improved coordination between police authorities and labour officials. He stressed that complaints of harassment, intimidation and unlawful acts against migrant workers must be promptly documented and legally addressed.
During the session, Dkhar also launched the MIRSS Amendment Rules, introduced an e-payment gateway for fines, and established a Standard Operating Procedure (SOP) for the implementation of the MIRSS Amendment Act and Rules. The program was attended by notable government officials, including Secretary LSN Garod Dykes and Commissioner Dr BDR Tiwari among others, highlighting a concerted government effort toward improving conditions for migrant workers in Meghalaya.
