CISA to organise Tripura pre-event of NERDIS-2026
NEW DELHI: The Centre for Internal Security Analysis (CISA) will organise the Tripura Pre-Event of the North Eastern Regional Dialogue on Internal Security (NERDIS-2026) on August 5 2026 as part of its wider regional dialogue series leading up to NERDIS-2026 scheduled to be held at Shillong in October 2026.
The Tripura Pre-Event will focus on the state’s strategic importance in India’s internal security architecture, particularly in relation to the India-Bangladesh frontier, border management, counterterrorism preparedness, organised crime, illegal migration, narcotics trafficking, human trafficking, forged identity documents, youth vulnerability and the future of lawful connectivity under India’s Act East vision.
Tripura occupies a unique position in the Northeast. Surrounded on three sides by Bangladesh, the state is both a sensitive borderland and an emerging gateway for regional connectivity through Sabroom, Maitri Setu, the Agartala–Akhaura rail link, land ports, border haats and trade corridors.
At the same time, the same geography exposes the state to illicit movement, informal criminal networks, narcotics routes, cattle movement, forged documents, trafficking vulnerabilities and spillover risks from political instability across the border.
The dialogue will bring together senior security practitioners, officers, policy experts, scholars, journalists, researchers, civil society representatives and local stakeholders to discuss how Tripura can strengthen security without weakening public trust. Sessions will examine the legacy of insurgency, the NLFT–ATTF peace settlement, rehabilitation of former cadres, border social security reform, youth protection, community resilience, and the role of responsible public communication in countering rumours, polarisation and cross-border narratives.
A major focus of the event will be the need to move beyond seizure-led enforcement towards network disruption. Discussions will examine how agencies can target financiers, handlers, transporters, document facilitators, laundering channels and organised criminal ecosystems, while also strengthening rehabilitation, lawful livelihoods, community intelligence and inter-agency coordination.
The event will also highlight the importance of the Border Security Force, Assam Rifles, Tripura Police, civil administration, central agencies, local institutions, student bodies, women’s groups, tribal organisations, media and civil society in building a coordinated and humane security framework for Tripura’s border communities.
CISA views the Tripura Pre-Event as an important step in developing a practical 12–24 month roadmap for border governance, counterterrorism preparedness, organised crime disruption, youth rehabilitation, lawful trade promotion and community-led resilience. Through NERDIS-2026, CISA seeks to serve as an independent research and policy platform connecting government, security forces, police, academia, civil society, media/press and local communities on complex internal security challenges in the Northeast.
The Tripura Pre-Event will contribute to the larger NERDIS-2026 process by identifying actionable recommendations for a secure, stable and prosperous Northeast, where national security, local trust, economic opportunity and social cohesion reinforce one another.
